Europe experienced widespread relief on Monday, as the diplomatic emergency sparked by the announcement of a new comprehensive peace framework for ending the war appeared – temporarily – to have been contained. A Washington representative spoke of "substantial progress" after bilateral negotiations in Geneva. On Monday night, Russian leadership made its response: a renewed assault of aerial bombardment on Kyiv.
The Rhythm of Peace Talks and Military Action
The chain of conflicting incidents captured the bleak nature of the recent timeframe. By day, political struggles are conducted: hopeful statements are issued from multiple capitals. Immense energy is allocated on managing specific proposals. By night, Moscow forcefully demonstrates the world that, for them, war remains the primary tool for achieving "resolution".
Nocturnal Warfare
As the offensive progressed into the early hours of Tuesday, the present situation of Ukraine's defenselessness was revealed. Ukraine is equipped to monitor missile launches from enemy soil, a capability afforded by timely intelligence. From witness perspectives, Ukrainian air force fighter jets that had been deployed to engage hostile guided weapons roared overhead – sophisticated military planes supplied to Ukraine by Western partners.
Soon thereafter, Kyiv's anti-aircraft weapons activated: multiple launches fired to intercept a Russian ballistic missile. This was a sophisticated defense system at work, presumably delivered by allied countries. Every launch creates sudden vibrations, shaking the windows. The instant of fear quickly transforms into sober acceptance: maybe the hostile projectile won't strike its target this time, protecting urban areas from ruin and additional electricity failures.
Ongoing Risks
Not long after, a heavy machine gun fired at a unmanned aircraft in the vicinity, part of a rapid response unit – probably imported technology. Regrettably, the shots failed to hit the hostile drone – it pressed on overhead toward its target.
Intermittently, this continued until dawn. Kyiv greeted the morning news: several casualties, damage and infrastructure problems in many homes as a result of the evening attack. As always, everyone still maintained normal activities – experiencing conflict. But those entire period illustrated Ukraine's essential dependence on external assistance – a need that regional partners are evidently unprepared to fill in the short term.
Ineffective Peace Efforts
The comprehensive proposal from American leadership provoked deep reactions, discussion and deep concern – and briefly redirected concern from Ukraine's most significant graft case in years. Yet, we have experienced comparable situations, after previous diplomatic encounters and multilateral gatherings.
Every new initiative from American administration follows the same pattern: a negotiation push against Ukraine, which Kyiv, with partner nations, manages to fend off. They manage the tension but never actually secure success. This trend will, certainly, persist.
Tactical Assessments
It is convenient to criticize particular leaders of repeatedly advocating Kremlin's demands. But that does not seem to be the complete picture. Washington works based on a premise familiar among seasoned negotiators: you cannot achieve through diplomacy what you have been unable to protect through force. The US administration presumes that it is unfeasible to force Russia to relinquish the land that it currently occupies in Ukraine's occupied territories.
The challenge is that while recognising this factual reality, US leadership does little to prevent Kremlin actions, through words or deeds, from believing that the current condition will not shift further in its benefit in the near future.
Divergent Views
Therefore, Moscow is confident that the clock favors them – that Ukraine and its allies are nearing depletion. Their reason to accept conditions that does not give them the largest achievable advantage is close to zero. There may be many attempts to stop fighting, but they will carry on as long as Russia's government remains highly assured in the result.
On the contrary, Kyiv believes that Ukraine can still endure, progressively conceding civilians and areas but preventing a complete military breakdown until situations evolve in its advantage.
Existing Situation
Realistically, there are no real preconditions for a armistice. Now, personal considerations are becoming relevant: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Kyiv's dual difficulties – on one hand, not to distance important partners, and on the other, to unite the population around the country's interests against any initiative Kyiv finds unacceptable, so that their focus does not shift toward homefront challenges. And although their task will now be considerably more difficult after recent developments, it remains very improbable that this will alter their fundamental strategy.
These conflicting dynamics are influencing discussions.
Conclusion and Outlook
It took a just a single week to eliminate the suggested clauses of the current initiative. Forceful and unpredictable management of the matter by US administration, pushback by Ukraine and the rest of Europe, along with pacifying measures of diplomats, and finally, recent disclosures, all did their job.
While new initiatives based on established approaches are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to fend off political attacks from Washington that are based on Russian demands and show particular unwillingness to change the course of events, if they remain united and enhance their military capacity at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to break them. In the meantime, Ukraine's capacity to defend against evening bombardments will, for the coming months, mainly require ongoing international assistance.
